Project Brazil / Interactive Reform Kill-Circuit / standalone draft

interactive circuit 4 reform paths gate-by-gate failure matrix remains as audit layer
Interactive Figure

Interactive reform kill-circuit A circuit diagram showing gates where reforms pass, stall, or die. Land reform circuit Campaign promise enters the machine; ruralist veto kills it before implementation. 1 Executive agenda enters X Coalition FPA veto - Committee ruralist gate - Budget INCRA thin - Courts Marco Temporal - Media / pulpit order frame - Outcome contained Reading rule: the reform dies at the first red gate; later gates still matter historically, but the original policy no longer travels intact.
Audit Matrix

Reform First kill gate Secondary gates Mechanism Result
Land reform Coalition: FPA veto Committee, budget, courts, media framing Territorial power enters Congress and blocks redistributive land policy. Contained before implementation.
Media regulation Coalition: owner-legislators Committee, courts, agenda backlash Regulated actors are also political gatekeepers and agenda setters. Politically toxic before bill design matures.
Military accountability Coalition: transition pact Budget, courts, order myth The institutions needed for accountability inherited the pact that forbids it. Immunity survives.
Fiscal reallocation Budget: fiscal floor locked Coalition, courts, market pressure Pre-committed spending turns democratic choice into residual allocation. Public investment remains residual.
